NATO Deputy Secretary General to visit Romania

The NATO Deputy Secretary General, Ambassador Alexander Vershbow, will visit Romania on Monday, 28 October 2013 to participate in the groundbreaking ceremony of the missile defence facility in Deveselu.

During his visit, Deputy Secretary General will meet with the Romanian President Traian Băsescu and the Minister of Defence, Mr. Mircea Duşa.

Visite du Secrétaire général délégue de l’OTAN en Roumanie

Le secrétaire général délégué de l’OTAN, M. l’ambassadeur Alexander Vershbow, se rendra en Roumanie le lundi 28 octobre 2013 pour participer à la pose de la première pierre d’installations de défense antimissile à Deveselu.

Pendant sa visite, le secrétaire général délégué s’entretiendra avec le président roumain, M. Traian Băsescu, et avec le ministre de la Défense, M. Mircea Duşa.

Cornel Codiţă, Paul Simon şi liderul adjunct al NATO

Show de zile mari, la Palatul Parlamentului, evident cel din Bucureşti. În ultima zi a conferinţei internaţionale NATO ŞI STRUCTURA GLOBALĂ DE SECURITATE: VIITORUL PARTENERIATELOR, după alocuţiunea celui mai aşteptat invitat, Alexander Vershbow, adjunctul secretarului general al NATO, a fost rândul generalului în rezervă Cornel Codiţă, în prezent director ştiinţific al Centrului pentru Prevenirea Conflictelor şi Avertizare Timpurie să îşi prezinte opinia privind capacităţile apărării inteligente – dorită de Alianţa Nord-Atlantică.

Spre stupoarea întregii asistenţe, în impunătoarea sală s-au auzit iniţial cuvintele rostite de Paul Simon pe melodia:

“The problem is all inside your head”, she said to me

M-am uitat la chipul lui Alexander Vershbow. Nicio tresărire pe faţa sa. Calm. Părea că nota ceva pe o agendă.

Nonconformist, cu pletele pe umeri, fostul general – extrem de sever şi reţinut în apariţiile sale anterioare publice, în uniforma militară – a şi rostit în şoaptă, în paralel, câteva dintre cuvintele cântate de Paul Simon. Apoi a oprit audiţia.

Şi a optat pentru un pamflet verbal, la scenă deschisă! Unul faţă de situaţia actuală, când, la nivelul percepţiei nu doar a celor neavizaţi, există convingerea că Rusia sfidează NATO şi este gata de o aventură în Transnistria, iar America pare a se fi întors spre varianta soldaţilor învingători în paturile – mai mult sau mai puţin – conjugale, de acasă.

Practic, pornind de la versurile melodiei menţionate, Cornel Codiţă i-a demonstrat lui Alexander Vershbow că şi azi este valabilă formula: “Houston, we have a problem!”. Şi Houston, adică Statele Unite răspund că va rezolva dificultatea. Ca în Afganistan. Dar, situaţia rămâne complicată. Practic nerezolvată. La fel în Kosovo.

Dureros de trist, extrem de lucid mesajul final al generalului în rezervă Cornel Codiţă:
The future will not be so kind with us!/Viitorul nu va fi atât de amabil cu noi!

Mai ales că, într-unul din discursurile sale electorale, preşedintele Barack Obama a afirmat că Statele Unite se întorc cu faţa spre problemele de acasă. Dar nu a spus nimic de cooperarea transatlantică, de Europa.

Ei bine, această observaţie a lui Cornel Codiţă a determinat reacţia, tot calmă, a secretarului general adjunct al NATO – Alexander Vershbow. Care a replicat că înţelege sensibilităţile legate de responsabilitatea NATO pentru toate situaţiile de criză, din Europa. Mai mult:“Noi (americanii – nota bene) încă avem nevoie de soluţia transatlantică. Statele Unite nu îşi vor schimba obligaţiile asumate faţă de Europa.”

Noroc cu pamfletul generalului Codiţă…

Întâlnirea, de la Bucureşti, a preşedinţilor celor două state româneşti a avut loc într-un moment în care, la Moscova,
secretarul general-adjunct al NATO, Alexander Vershbow îşi exprima convingerea că

discuţiile curente privind instalarea scutului antirachetă – conceput de americani şi asumat de aliaţi – vor avea şi rezultate pozitive.
